I'd like to give you a suggestion that I've sent in the past regarding the whole idea of giving lower end PCs the ability to enjoy the game as much as everyone else. The idea is simple, it's a district, or an area of Manhattan that you can play in as a seperate map. 1-2 firehouses maximum, allowing the player to test the game's functionality, it's game mechanics and physics without suffering tremendous FPS loss. It'd speed up the development as it could easily be ported 1:1 to Manhattan map or even upstate. Let's face it, the reviews aren't great at the moment and majority of them are blaming poor optimization. Implementing this wouldn't take long yet could easily benefit so many. This is something I urge the development team to consider after the release of upstate.
